There are threads about this on the internet ( e.g.) and they (along with the installation instructions for the above mods) typically recommend 1) enabling archive invalidation and 2) enabling "bLoadFaceGenHeadEGTFiles" in both fallout.ini and falloutprefs.ini. This is probably happening with other races too (I've been seeing very conspicuous neck seams throughout), but it's most noticeable for black characters. I am getting a bug where characters with black-skinned bodies and black accents (for the voice acting) have Caucasian faces ( like so).
